It's just a rest area for vehicles. There's a McDonald's so you can grab something to eat or use the bathroom, smoke, stretch your legs or whatever you do at rest areas. You could buy the vignette there if you were driving into Austria but I don't know the point because once you cross the border you'd have to buy it again.
